At this point, you should be Level 62. Keep in mind that the actual level you are at while in Hellfire Peninsula depends largely on the level you were at when you entered the zone.

If you were still at Level 59 when you entered Hellfire Peninsula, you may be a bit behind, but you will probably not be Level 62 just from questing – this is a dead point in Outland that can set you behind.

You need to grind up to Level 62 or run one of the Hellfire Citadel instances to get yourself there if you can. It is just too much to catch up later if you are behind in Zangarmarsh (and there are quests there that require you to be at a certain level).
